Abdellatif Al-Hamouchi

Rabat - Abdellatif Al-Hamouchi, the head of the General Directorate of National Surveillance spoke on counter-terrorism issues and regional concerns with the secretary of the Security Council of the Russian Federation (SCRF) on Tuesday in Moscow, according to Medias24.

A statement by the SCRF says the two sides discussed in detail the current situation in the Middle East and North Africa and prioritized the partnership between the Kingdom of Morocco and the Russian Federation in anti-terrorism and international security efforts.

Al-Hamouchi’s visit to Russia comes as part of the implementation of several agreements made between King Mohammed VI and President Vladimir Putin during a royal visit in mid-March.

During the trip, the Russian government also officially announced its support of an autonomy plan presented by Morocco in 2007 for the future of the Western Sahara.

If implemented, the plan would allow the native inhabitants of the land -  known as Sahrawis - to practice self-governance on regional issues under the Moroccan flag and use the Moroccan dirham as their currency.

Major national security decisions would be left for the king and the government operating out of Rabat.

The separatist Polisario Front, a group that fought a 16-year-war with Morocco over the Western Sahara, has rejected the proposal, calling instead for a referendum on independence promised to them as part of a UN-brokered ceasefire in 1991.
